Pre-payment agreements with publishers start to be implemented

After funding over 400 Open Access publications during its first year of operation, the FP7 Post-Grant Open Access Pilot is now moving onto the pre-payment agreement implementation stage. OpenAIRE has recently signed agreements and deposited a pre-paid fund with a number of publishers – BioMed Central, BMJ, Copernicus and Wiley – in order to be able to fund eligible manuscripts upon acceptance. This means a much simpler workflow for authors, since no invoice will be required anymore to receive the funding. Instead, the key requirement will be to include the correct FP7 project information in the publishers' manuscript processing systems upon manuscript submission. This is the element that will allow the Pilot to identify the manuscripts that are eligible for funding while they're still under review.



Another very important element is the approval of the funding for the manuscript by the FP7 project coordinator. Given there's a limit of three funded publications per project, this is a prerequisite for the funding to be awarded to a manuscript on behalf of a specific project. Corresponding authors are therefore encouraged to always let the coordinator know in advance that a specific project-related paper has been submitted to a journal that will need the FP7 Post-Grant OA Pilot to cover its APC fee.

Due to the discounts applied to APC fee payments when charged to a pre-paid fund, these pre-payment agreements will also mean lower APC fees for the FP7 Post-Grant Open Access Pilot. For instance, for manuscripts accepted in fully OA titles published by BMJ, the APC fees will be adjusted to the €2,000 funding cap for this post-grant funding initiative. Given that both the flagship BMJ journal and BMC Global Health have nominal APC fees well above this amount and that the fees for most of their eligible titles are above such funding cap, this means good news for both the submitters and the Pilot, since the admin processes will be far simpler.

As usual, the project team is available at for any question around the new workflows that are starting to be tested. In the meantime, the OpenAIRE system remains available for any funding request submission.
