Looking for a tool to automatically analyze scientific publications by using NLP text mining algorithms? This idea will enable the production of semi-automatic domain-specific ontologies and representations of OpenAIRE graph according to those ontologies.
The proposed service will facilitate users of the space and geospatial community to have easy access to open science scientific records (data and metadata, from publications and research outputs) available in OpenAIRE to explore, exploit and make better sense of them. The service will function as an OpenAIRE plug-in, a software extension adding extra features to the EO4GEO learning platform. This will extend the learning platform by extending some useful functions, adding a new item to the platform’s interface and giving it overall additional capabilities.
Definitions of materials, processes and more, have interested philosophers since ancient times. As science evolved, though, new definitions were created within articles. Knowing all definitions, their meanings and distinguishing them would be hard, if not impossible, with the proper tools. Qeios works on the definitions production, publication and discovery.
Phase 1 - Solution Design
During this phase, tenderers select one of the three topics of the call to work on. They fill in the OpenAIRE Open Call template document (Annex5a) and accompanied by the OpenAIRE Open Call Financial offer and Costs breakdown template (5b). To successfully submit, a detailed presentation of the team (CVs) is also added.

In the rules of the call, it is stated that the applications must be submitted online. Is there a place to submit the application on the website, or shall we just send it through?
Applications have to be submitted by e-mail at: openaire[at]corallia.org in PDF form accompanied with the related Annexes of the Open Call.
Is it necessary to submit all the Annexes together with the 10 pages application form or are there to be submitted later?
Each Application has to be followed by the Annexes that concern each team. Not all the Annexes are related to the profile of the participants. Thus, each applicant has to choose carefully the Annexes that will accompany its Application.
Our company is currently in the process of being registered. Shall we apply as a team of natural persons or as a company in the process of registration?
Each Applicant/team has to deposit its Application by taking into consideration the legal status of their team the closing day of the Tender.
How do I submit my application?
Applications shall be submitted by e-mail at together with all the necessary documents (Annexes) related to the profile of the Applicant.

6. Where I can find the document entitled Economic offer in order to sign it?
The economic offer can be described at the Annex 5b.
7. Is the pen signature sufficient or do we need to sign the PDF also digitally?
The pen signature is sufficient.
8. The mail for the submission of the application has to contain one single zip archive with the pdfs or the applicant needs to attach every single doc to the mail?
The applicant may choose what is more convenient to him/her. Both ways are acceptable.
9. What does it mean that “OpenAIRE will allocate a total budget of €360,000 to successful project proposals”?
It means that OpenAIRE has a total budget equal up to 360.000,00 € which will be allocated through this Open Call for Tenders to successful applicants.
10. A winning team can be awarded up to 60.000 euros?
Yes. Each applicant can submit a Proposal for being funded for up to 60.000,00 € maximum. Thus, a Proposal may not exceed this amount for completing all the 3 Phases. An applicant can, however, apply for a grant less than 60 K.

11. Which is the meaning of the phrase "Contractors are notified as to whether they have completed this phase satisfactorily and successfully."?
This section is explicitly explained in the section 5.5 of the Open Call for Tenders. Successful applicants will be evaluated at the end of each Phase of the Open Call. More in particular:
Satisfactory completion in each of the phases does not mean successful completion. A Phase of the Open Call could, for instance, be satisfactorily completed even if it concludes that the innovation is not feasible.
The assessment will consider the efforts made by contractors to take into account the feedback from the supervisor or the monitoring team.
Where the assessment committee judges the completion of deliverables or milestones to be unsatisfactory, the possible consequences are at a first place, reduce or withdrawal of the payment for that phase and at a second level (in case no remedies take place by the contractor) termination of the contract.
Eligibility for participation in the next phase will be subject to successful completion of the current phase.
Note: There is a difference between satisfactory completion (requirement for payment) and successful completion (prerequisite for passing from one phase to the next).
12. Shall we budget to pay for the VAT out of our winnings?
According to the Open Call for Tenders (section 4.3), the fixed total price is stated as being “Delivery Duty Paid” (DDP) for all deliverables, exclusive of import duties and VAT. The price furthermore includes all costs relative to the Contractor’s obligations.
Note: All contractors will be paid by the procurer (centralized payments) thus it will be the VAT regime of the procurer that applies.
In other words, if an applicant is subject to VAT, it has to include it in the price that he/she will declare. If not, the applicant does not have to do it.
*We suggest you to check whether the VAT regime applies for you in the provision of services within the EU.
13. Eligibility criteria
Applicant's cannot be associated to OpenAIRE partners, i.e. work for a partner of have other contractual relationship with them.
a. Does it mean the proposal would be rejected if the applicant aims to set up a consortium with one or more OpenAIRE partners?
b. Is a MoU between the applicant and OpenAIRE an exclusion criterion?
Any and all, contractual or not, relations, connections, affiliations, dependencies, agreements etc. with any OpenAIRE party should be disclosed and substantiated by the applicants in order to be assessed on grounds of conflict of interest. No preliminary assessment can be provided at this stage, given that such authority falls within the scope of the pertinent committee and Athena RC Board of Directors.
14. Would the OpenAIRE-Advance team consider given an extension for the submission of proposals?
Regarding the prolongation of the deadline, we strongly advise you to proceed to the submission by taking into consideration the initial deadline issued by the Open Call: 12.12.2019 – 17h00 CET.
Potential extension will be considered at the end of the deadline.
15. Is the inclusion of more detailed metadata (the abstracts for projects) on the roadmap for Openaire, they currently don’t appear to be in the api. If so, is there a timeline for this inclusion?
There are abstracts for H2020 and a few other funders. For FP7 we will have them, but priority is low, so we do not have a date. Abstracts are not visible via the index but they are available in the data.
16. We are a research lab, and we do not plan commercial exploitation. So we would provide the project outcome to OpenAIRE for maintenance free of charge. What should we write in this case to Business Plan and Business model canvas sections?
Please, consult the page 25 of the Open Call: Tenderers that do not comply with the selection criteria will be excluded. Part of the selection criteria is the completion of the Business Model Canvas.
The fact that you would like to provide the project outcome free of charge does not mean that it would not be valuable to the users. Thus, we recommend you to mention in the relevant section which would be the value for the OpenAIRE community and to what it is consisted of.
17. Template of Annex 5a doesn't provide a section to fill in with responsible data, signature and stamp. Annex 4 and 5b do have such sections. Does this mean that Annex 5a doesn't have to be signed?
Annex 5a doesn’t have to be signed. However, applicants have to submit it in a PDF form.

The OpenAIRE open call is challenging you to work on one of the three topics that are closely related with the OpenAIRE application boundaries (see image below).
The background: OpenAIRE is a platform funded and supported by European Commission with the mission to shift scholarly communication towards openness and transparency and facilitate innovative ways to communicate and monitor research. The long term vision of OpenAIRE is to transform society through validated scientific knowledge allowing citizens, educators, funders, civil servants and industry to find ways to make science useful and comprehensive.
Open Innovation: OpenAIRE launches within the framework of the European Commission’s Horizon 2020 programme, its Open Innovation programme to discover, support and fund innovative ideas and implementations of software in the Open Science domain. This is achieved by the mingle of external and internal ideas that will lead to the co-creation of fresh business ideas and the formation of an innovation ecosystem with would-be-entrepreneurs, startups and SMEs, closely related to OpenAIRE. The Open Innovation programme will select innovative projects in the field of Open Science to develop products and services linked to scholarly works, repositories, data management, OpenAIRE infrastructure and OpenAIRE services. Furthermore, ideas that make use of current assets available within OpenAIRE and create new services for the Open Science ecosystem (and EOSC) are welcome!
Topic #1
Building on the outcomes of the COAR Next Generation Repositories Working Group, we call you to develop functionalities and demonstrate use cases that support the implementation of next generation networked services (repositories) and how these are embedded in OpenAIRE.
Topic #2
We are looking for software, services (new or already working) that will enhance content in the OpenAIRE Research Graph, promote the construction of new open content collections or promote and advance open scholarship, and may potentially be integrated into OpenAIRE infrastructure.

Important: The services must build upon the OpenAIRE APIs (api.openaire.eu). Since OpenAIRE open innovation call is requesting teams to work on ideas and services/products that will integrate in OpenAIRE, any interoperability standards and technical requirements should be fulfilled.
The criteria to successfuly participate in the Open Innovation call, are to submit the submission template (provided by OpenAIRE) and describe all the neccessary elements required in a clear and direct manner so that evaluators can comprehend the value of your idea, its technical feasibility and the overall impact it will have within the Open Science ecosystem and OpenAIRE. Do not forget though that team is also important so try to showcase how and why your team should be accepted. What makes your team and your idea so special? Try to implement solutions for currrent and future useage that will affect various user groups.
There are three types of criteria that the OpenAIRE open call evaluators will judge upon each tender:

Rules and Conditions for OpenAIRE Open Call
All submissions should respect and fulfill the proposal submission process and requirements and noted in Annexes.
OpenAIRE reserves the right to change the terms and conditions of the open call at any time. Applicants will be noted. Decisions made by the Procurer regarding the interpretation of these terms and conditions and the awarding decisions are binding and final. The evaluation committee acts in good faith in granting the awards, and reserves the right not to grant awards.

Requirements
Applicants must apply by filling in all documents (Annexes) available online on the OpenAIRE portal.
A consultation team from OpenAIRE will be available to answer any inquiries on different kind of matters.
OpenAIRE will respond only to the lead tender, via OpenAIRE moodle, email, Skype/GoToMeeting.
Applicants are the only responsible for the content and nature of their submission to the OpenAIRE open call. No rights can be derived from suggestions and instructions provided by OpenAIRE.
Applicants are the only responsible for ensuring that no legal obligations, no rules of public order of decency and no rights of third parties are violated, according to the laws of the countries involved. They must also ensure that their submission results in no unlawful act and/or in no damage to others.
Teams will indemnify OpenAIRE from any and all costs and damages that could result from infringing their legal obligations.
OpenAIRE shall not be liable in the event of loss of submitted proposals namely due to network interruptions. In case of any failures of the OpenARE system or website, applicants will have to contact the OpenAIRE team.
OpenAIRE shall not consider late submission proposals as valid.
Once the tender is submitted, the applicant will receive the notification about the proposal registration.
The evaluation process is carried out following the evaluation criteria described in the relevant documents.
Confidentiality
The information which has been specifically designated as "confidential" by applicants shall remain confidential.
Intellectual property
The ownership of the IP rights arising from the tender shall belong to the applicant(s). The results of the projects selected and funded by OpenAIRE are owned by the party that generates them, unless otherwise agreed. The party has the obligation to grant a non-exlusive license to OpenAIRE over the use, distribution, communication and further developement of the service. Moreover, all source code and accompanied documentation on a public free repository (i.e. GitHub, Gitlab, OpenAIRE, etc) under a free open source software licence.
OpenAIRE reserves the right to use the projects selected and funded for publicity and promotion of the project via different media channels. The winning teams should cooperate with OpenAIRE on publicity and communication and act as ambassadors for the infrastructure services.
Data protection
Personal data of the applicants shall be collected and processed only for the purpose of participation in the Open call by the OpenAIRE team which takes all appropriate measures for the safety of applicants data and respond to all the requests regarding data subjects rights.
Applicants acknowledge that providing their personal data in the Annexes is mandatory in order to participate in the open call.
Applicants allow OpenAIRE to disclose their name, as provided in the corresponding application form, in any form or by any means, for promotional purposes.
Personal data shall be kept, under the scope of this program, until its completion after which they will be erased.
Should there be any queries concerning the processing of personal data, these shall be addressed to OpenAIRE team.
