Public consultation on Slovenian draft document regarding open access to scientific publications and research data 2015-2020

The European Commission has determined mandatory open access to all peer-reviewed publications from projects, co-funded by the Horizon 2020 framework programme for research and innovation. The open research data pilot will be carried out in the years 2014 and 2015. The EU member states should adopt the same mandates for the national research funding.

The public consultation  on the draft document entitled "Open Access in Slovenia 2015-2020: Principles and Regulation Regarding the Open Access to Scientific Publications and Research Data in Slovenia for the Period from 2015 to 2020"  is open at the Ministry of Education, Science and Sport web site till 2 June 2015.

The Republic of Slovenia is preparing the mandate on open access to scientific information resulting from the national research funding. The vision of the Republic of Slovenia is open access to scientific information from publicly funded research and the exemption of scientific information from the payment for use and reuse. Openly available scientific information should benefit Slovenian citizens, researchers and businesses as well as stakeholders worldwide.

The draft document was prepared by the working group nominated by the Minister for Education, Science and Sport and composed of the National Point of Reference for Access to and Preservation of Scientific Information and the representatives of different stakeholders (Science Division of the Ministry, Slovenian Research Agency, Rectors’ Conference of the Republic of Slovenia, Coordination of Independent Research Institutions of Slovenia, Slovenian Current Research Information System (SICRIS), Academic and Research Network of Slovenia (ARNES), experts on open access to publications and research data, including PASTEUR4OA Key Node Slovenia and OpenAIRE2020 NOAD Slovenia).


Regarding the results of publicly funded research in Slovenia, the regulation in the draft document determines:

• In the period from the year 2015 till the year 2020 each beneficiary has to ensure open access to all peer-reviewed scientific publications that refer to the results from the nationally funded research.
• Before the adoption of the open research data mandate a national pilot programme Open access to research data will be carried out.

 
Regarding the publicly funded scientific publishing in Slovenia, the regulation in the draft document determines:

• Journals published by the publishers based in Slovenia, containing peer-reviewed articles and receiving national public funding for their activities in the period from the year 2015 till the year 2020, should be openly accessible.
• Publishers of scientific monographs based in Slovenia, which receive national public funding in the period from the year 2015 till the year 2020, should strive to publish the monographs through business models that will enable open access to the full text of scientific monographs at the moment of publication and licensing with open access licenses.
